I think it was indirectly acknowledged sovereignty of the Portuguese Government in Macao, which the Chinese Government declined to recognise. Her Majesty's Government has, I believe, avoided any recognition of this state of things, or giving an opinion upon the matter, and it is this I would with all deference submit to the consideration of this Council.
The Chinese Government having ascertained that goods, opium and produce were largely imported into Macao from Hongkong and the East, from where they were taken into the interior, established Customs Stations at certain points, drew a cordon of Officers round the Port, compelling junks to call at the former and pay the duties on their cargoes according to the Import or Export Chinese Tariff.
The Macao Government resisted this and threatened retaliation, but subsequently better counsels prevailed and the question was allowed to drop.
